40 points per 100 square yards is a commonly quoted roll-acceptance limit, yet it is a buyer convention: the current four-point standard, ASTM D5430-26, states no pass limit at all (V-Trust Inspection Service, 2025; ASTM International, D5430-26).
That gap between what gets quoted and what a standard actually says runs through every stage of qualifying a mill for a wool or cashmere coat. Fabric is also where the money sits: in the International Trade Centre's illustrative $10.00 garment cost sheet, a worked example rather than an industry average, fabric is 60% of FOB. The published benchmarks that do exist are specific, such as the ±3% dimensional-change limit Woolmark sets for dry-clean-only coat fabric after three ISO 3175 Normal cycles. Audits of China-based suppliers gained a new factor on 5 August 2026, when China's countermeasure list naming the Responsible Business Alliance took effect. This analysis aggregates 45 data points from ISO, AATCC, The Woolmark Company, bluesign, the International Trade Centre, Cotton Incorporated, the US Federal Trade Commission, EUR-Lex and more than a dozen other primary standards, certifier and regulatory sources.
Fabric is the one input a coat brand pays for before anything can be checked on a finished garment. In the International Trade Centre's illustrative cost sheet, fabric is 60% of a $10.00 FOB; ITC stresses that the numbers are a worked example rather than an industry average, but the proportion explains why a fabric mistake outweighs most sewing mistakes.
The larger exposure is a whole-order failure. ITC names width-to-width shading, excessive shrinkage, pilling and banned chemicals as faults that make an entire fabric order unacceptable, and each maps to a gate in this guide: shade approval, dimensional-change testing, pilling reports and chemical certificates. Its warning to factories is short: once fabric is cut, the problem belongs to whoever cut it.
A single garment can draw on 8 to more than 20 suppliers, according to a UK development agency; the estimate is widely reported but original source unverified. The ordering matters more than the count: the mill is paid and its rolls are committed first, so its errors are the most expensive to discover late.
Shading, shrinkage, pilling or a banned dye can condemn an entire fabric order, not just one roll.

ITC cost-sheet percentages are illustrative worked examples from The Garment Costing Guide (2022), written by David Birnbaum under ITC supervision. The damage-allowance and 10%-to-100% inspection figures are practitioner rules from the same guide, not measured industry data; the inspection rule applies only where the mill does not mark and replace damages.
A certificate PDF in a mill's sales pack proves only that a certificate once existed. A STANDARD 100 certificate is issued for one year, so the check that counts is the live one: enter the certificate or label number, which is case-sensitive, in OEKO-TEX Label Check, and look at the separate list of withdrawn certificates.
Scope is the second check. STANDARD 100 has four product classes, and OEKO-TEX's own example places jackets in Class 3, so the certificate's class and article description should cover the fabric actually being bought rather than a sister quality from the same mill.
The 2026 edition tightens the chain behind each certificate: for renewals, every wet or chemical processor needs its own valid STANDARD 100 certificate, with transitions running to June 2027. For EU and UK sales, an SVHC test report should name the list version it screened. The EU Candidate List stands at 253 entries after the February 2026 update, a count reported consistently by testing labs because ECHA's own page could not be read for this analysis, and the UK list, which is kept separately, added 15 entries on 15 June 2026. A certificate number that does not resolve in Label Check today is not evidence.

OEKO-TEX's Class 3 example is jackets; it does not state that coat linings need Class 2, so that inference should not be written as an OEKO-TEX rule. The EU SVHC count is Tier 3-consensus (independent lab bulletins), the UK count comes from HSE's own spreadsheet.
Facility certificates run on longer cycles than product certificates. OEKO-TEX STeP certifies a site for three years and bluesign reassesses System Partners on site at least every three years, so the useful questions are which level the mill holds (STeP Level 1 requires 70% of mandatory-question points) and when the next assessment is due, not whether a logo appears on the website.
For recycled or responsible-fibre claims the mill has to appear on a valid scope certificate. Textile Exchange allows one certification body and one scope certificate per organisation at a time, and the old certificate is withdrawn the day before a replacement starts, so two overlapping certificates from different certifiers are a warning sign. Under policy V4.0 each transaction certificate covers at most 50 shipments and/or 100 products within 90 days; V3.1 limits apply until V4.0 becomes mandatory on 1 April 2027.
Cashmere has its own register. A spinning mill can join the Good Cashmere Standard list only after a brand nominates it, and the public list shows a membership expiry date that can be checked before a yarn order is placed. Qualifying one mill is a narrower job than tracing fibre origin across every tier, which is covered in the guide to fibre traceability and transaction certificates.
Two live scope certificates from two certifiers should not exist under Textile Exchange rules.

This section covers certificates only as mill-qualification checks (is the mill named, is the certificate valid, is the certifier current). Fibre-origin traceability across supply-chain tiers is covered in the linked traceability guide. bluepass figures are cumulative listings since founding.
The most common gap in a colour approval is a missing number. ISO 105-J03 sets no numeric colour-difference tolerance: it supplies the CMC equation and leaves the pass/fail value to the closeness of match the end use requires, so a fabric contract without a ΔEcmc figure accepts whatever the dyehouse treats as normal.
For textiles the standard usually sets l at 2.0, giving ΔEcmc(2:1), with other values only where the surface differs significantly from flat textiles, and visual checks have their own references: ASTM D1729-22 recommends simulated D65 daylight for appraising colour differences, and AATCC EP9-2025 sets out the procedure for judging specimens against a standard by eye.
One sourcing operator's published process approves lab dips under at least D65 and CWF light, then checks bulk rolls before cutting against the approved sample for shade band, weight, width and defects. The sequence is widely reported but original source unverified as an industry norm: it describes one company's practice, not what ISO or ASTM requires. Lab-dip rounds at garment level carry their own targets, covered in the garment sampling sequence from proto to PP sample; the fabric contract is where the mill's tolerance is fixed.
If the fabric contract carries no ΔEcmc number, the dyehouse's default becomes the standard.

A test report is only useful against a written benchmark, and wool coating has one of the few published ones. Woolmark's SF-2 specification requires Woolmark-labelled, dry-clean-only coat and jacket fabric to stay within ±3% dimensional change after three ISO 3175 Normal dry-clean cycles, and sets light-fastness minimums by shade depth.
Pilling is where reports are most often over-read. SF-2 makes pilling testing and reporting mandatory but gives only a 3-4 guideline with no pass or fail, leaving acceptance to the mill and the customer, so the grade a brand will accept has to be agreed before the report arrives.
Fibre content carries legal tolerances in both main export markets: 3% of total fibre weight under the US FTC's Textile Act rules, which do not apply to a product represented as wholly one fibre, and 3% under EU Regulation 1007/2011. Neither weight method sets a tolerance either: ASTM D3776/D3776M-20(2025) permits full-roll testing for acceptance of commercial shipments, so the GSM tolerance belongs in the fabric contract. How weak results show up once the fabric is sewn into a coat is covered under wool coat pilling and shrinkage failure modes.
SF-2 makes mills test pilling, but it never tells anyone to reject a fabric.

SF-2:2016 limits apply to fabric sold under Woolmark labels; a brand buying unlabelled wool can adopt them contractually. Woolmark uses its own TWC methods (TM5 for light, TM196 for pilling), which are not interchangeable with ISO 105-B02 or ISO 12945-2 results.
The four-point system is a scoring method, not a pass mark. ASTM D5430-26 states no points-per-100-square-yard acceptance limit; it applies to acceptance only when purchaser and seller agree, which is why the commonly quoted 40-point limit belongs in the purchase contract rather than in a mill's claim that it inspects to ASTM.
The arithmetic is simple: 1 to 4 points by defect length, no more than 4 points in any linear yard, then a conversion per 100 square yards using fabric width. Cotton Incorporated's sampling recommendation (inspect every roll up to 1,000 yards, typically 10% above that, and the whole lot if 20% of sampled rolls are defective) gives a defensible default where the contract is silent.
Bow and skew work the same way. ASTM D3882-08(2025) explains how to measure them and notes that rolls are normally accepted or rejected on the maximum found, but it prints no percentage, so the limit for checks, plaids and stripes has to come from the buyer. Roll inspection happens before cutting, and garment-level AQL inspection after cutting and sewing is a separate gate with its own sampling rules.

Bow and skew guidelines for commercial interior fabrics (Association for Contract Textiles) were excluded because they do not apply to apparel. Cotton Incorporated's summary is undated (PDF created 2014) and rounds width to the nearest 9 inches in its worked example; V-Trust's formula uses actual width.
Certifier status can change underneath a certificate that still looks valid. ANAB expanded the suspension of Intertek's India office to all Textile Exchange standards in October 2024 before lifting it in February 2025; SCS withdrew from Responsible Animal Fiber farm certification in March 2025, and its RAF scope certificates were treated as withdrawn after 30 October 2025; IOAS withdrew CCPB's Textile Exchange accreditation for Bangladesh and India in January 2024. A certificate is only as current as the accreditation of the body that issued it.
Labels deserve the same scepticism. In a Dutch analysis of 7,454 legibly labelled post-consumer garments (2019 data), only 59% of composition labels were accurate; blends were accurate in only 41% of cases and cotton-polyester blends in 23%. CCMI's rule of thumb is blunter: 'Super' numbers on a garment whose main fabric lists other fibres should be considered fraudulent, and OEKO-TEX removed 'organic' claims for cotton from STANDARD 100 in 2025, citing prevalent fraud.
Two document checks close the list. An inspection SOP that still cites ASTM D5430-07(2011) predates the active D5430-26 edition, and audit plans for China-based mills need reviewing since MOFCOM placed the Responsible Business Alliance on its countermeasure list from 5 August 2026.
Check the certifier's accreditation status, not just the certificate.

The certifier cases above are dated accreditation actions reported by scheme owners and accreditation bodies; none is a finding about a specific fabric mill. The IOAS notice gives no reason for the CCPB withdrawal, and the Intertek suspension applied to its India office only and has been lifted.
The eleven gates below restate the benchmarks from Sections 2 to 7 in the order a buyer usually meets them: certificates that can be checked before a sample is requested, then colour, test and roll-inspection terms that belong in the fabric contract. No benchmark here is new, and each one points back to the section where its source is cited.

This analysis aggregated 45 data points from standards bodies (ISO, ASTM International, AATCC), certification-scheme owners (OEKO-TEX, Textile Exchange, bluesign, The Woolmark Company, the Aid by Trade Foundation), regulators (the US Federal Trade Commission, the EU via EUR-Lex, the UK Health and Safety Executive and China's Ministry of Commerce), industry bodies (Cotton Incorporated, the International Trade Centre, CCMI, Circle Economy) and a small number of inspection-firm and sourcing-operator pages. Every figure was re-checked on 14 September 2026 against its cited page or PDF, using the primary source wherever it was reachable: paywalled ISO, ASTM and AATCC texts were confirmed from the standards bodies' own store pages, official preview PDFs or a named industry body's published summary, ECHA's Candidate List page returned an access error so the EU SVHC count rests on consistent testing-lab bulletins (Tier 3-consensus), and the other Tier 3 figures rest on the secondary pages cited. Each stat carries a claim type (standard text, regulation, certifier rule, measured data, industry convention or case event), and pass limits that no standard sets, such as 40 points per 100 square yards, are labelled as buyer conventions. Stats traceable only to secondary pages are marked Tier 3: consensus where three or more independent sources agree, flagged with an in-text qualifier otherwise; none appear as flagged in Key Takeaways.
