Tech pack quotes for a tailored coat arrive across a range wide enough to look like an error: $3 from an AI generator, $70 from a package vendor, $800 from a development studio. The spread is real, and it is not arbitrary. This guide aggregates 40 verified data points on what the document costs to have made, who makes it, what the tooling costs to do it in-house, and what under-specifying a coat costs later in sampling.
For a structured coat the working number is ~$800 per style — the figure a product-development studio quotes for outerwear and intricate garments, against ~$400 for a tee. Published freelance market bands run higher and wider, up to $2,000+ for technical outerwear, but those bands are one publisher's survey rather than a rate card and are labelled as such below.
The spread between a $70 package rate and an $800 studio quote is not market inefficiency. It is the difference between a filled-in template and a document a pattern room can cut from without a phone call. Brands quoting the low end and receiving the low end usually pay the difference later, in sampling — which is the arithmetic that matters most for low-MOQ structured outerwear development, where a single style carries the full development cost.
A $70 tech pack and an $800 tech pack are not the same product sold at different prices.

The freelance complexity bands are the publisher's survey of what freelancers charge, not its own rate card and not an audited dataset — no methodology is disclosed. Treat them as an indicative market band; the studio, package-vendor and AI figures are published prices and are the firmer numbers. The £250 UK average recurs with the same value across several independent UK apparel publishers, but no originating study is named.
Two unit bases appear above. Per-style prices are what a single coat spec costs to have made. The software row is per seat per month, and Section 5 breaks the tooling market out in full — a brand developing four styles a year can be paying for software all twelve months. The AI figure is the vendor's own listed price for its own tool, included as the floor of the ladder rather than as a like-for-like substitute: none of the published AI prices come with a technical designer's judgment about which callouts a coat factory will act on.
At $47.71 an hour and 5-6+ hours of drawing time for an outerwear spec, the raw labor inside a structured coat tech pack is roughly $240-$300. Everything above that in an $800 quote is judgment — knowing which construction callouts a factory reads and which it ignores, and which tolerance a coat will fail on.
The salary data explains where the floor sits. A staff apparel technical designer earns $77,060 a year, so a freelancer pricing much below $40 an hour is either junior or working outside the US labor market. Job title does not move the number either: the tech-pack-specific and the general technical-designer cuts return the same band.
City premiums are real but modest, and the Los Angeles and New York figures rest on fewer than a dozen self-reported salaries each, so treat them as directional.

The Los Angeles figure rests on 9 self-reported salaries and the New York City figure on 10 — small samples, directional only. BLS tracks "fashion designers" as a single occupation and does not break out technical designers, so the federal median sits above the apparel-specific Glassdoor figure. For budgeting purposes the ZipRecruiter freelance rate is the closer comparison, because that is the number a per-style quote is built from.
Federal projections put fashion-designer employment at 0% growth through 2035 — 32,700 people in the occupation, about 2,500 openings a year, almost all of them replacements. Demand for the work is not flat: the outsourced fashion design service market is forecast to compound at 11.2% a year to 2035, and the number of US design businesses is growing faster than the industry's revenue, which is the signature of a market filling with small independent operators rather than consolidating.
A flat employed workforce meeting growing outsourced demand is what holds freelance and studio per-style rates where they are. It is also why a brand launching two coat styles a season has no realistic path to bargaining the price down, and why development cost belongs in the same budget conversation as OEM, ODM, and private-label development models rather than being treated as an afterthought.
Software market estimates diverge sharply by publisher, a reminder that sizing in this category is definitional rather than measured.

The two software market estimates disagree by more than three times on growth rate (3.2% versus 11.0% CAGR) because the publishers define the category differently and neither discloses methodology. Both are shown rather than averaged. All forward-looking rows above are projections and are labelled as such.
Page count is the cleanest proxy for the price gap. A t-shirt spec fits on 6-8 pages; a jacket runs 10-15 pages, and a fully insulated parka can pass 15. Those extra pages are not padding — they are fabric layers, interlining and canvas placement, hardware schedules, and the longer measurement table a structured shoulder demands.
The drawing time roughly doubles, from a 2-4 hour baseline to 5-6+ hours, and turnaround stretches from under a week to two. Pattern development is a separate line item that brands routinely forget to budget, and on a tailored coat it is the line item that decides whether the first sample is wearable.
Page count only explains why the document costs more to build; it says nothing about what those pages must contain. That is a separate question — what a structured coat tech pack has to specify covers the three-layer bill of materials, interlining weight bands, canvas zones, and measurement tolerances in full.
The gap between a t-shirt spec and a coat spec is seven pages, three hours, and one week.

The 3-7 and 7-14 day turnaround bands recur across multiple independent freelance and tech pack service publishers with the same values. The $150-$400 pattern range is the most commonly cited across independent pattern-service publishers, and a structured coat sits above it; the same page's separate "$500-$2,000 per pattern" claim conflates pattern making with tech pack cost and is not used here.
A full year of Techpacker's entry tier costs $420 — half the price of a single outerwear tech pack, and the arithmetic that pulls small brands toward doing it themselves. The arithmetic is sound as far as it goes, but the drawing tools are a second line item: Illustrator alone is $22.99 a month, and a brand that also needs Photoshop for colourways pays $69.99.
What the subscriptions do not buy is knowing which seam allowance a coat factory will query, which interlining callout it will substitute if left vague, and which measurement point it will grade from.
Software is cheap for the brand that already knows what to put in the boxes.

Every price above is the vendor's own published figure, observed on 4 September 2026. Subscription pricing in this category changes without notice — Techpacker's entry tier was named and priced differently in the prior release cycle. Enterprise PLM vendors such as Centric publish no public tiers at all and route every enquiry to a sales contact form, so no comparable enterprise figure is quoted here.
Two manufacturers measured their own client bases independently and landed in the same place: brands arriving with a complete tech pack averaged 1.8 sampling rounds against 4.5 without one, and saved £300-£750 per design inside sampling.
Set that against the money in question. An $800 outerwear tech pack spread over a 200-piece minimum is $4.00 a coat; over 500 pieces it is $1.60. A $2,000 senior-freelancer tech pack is $10.00 a coat at 200 pieces. A single avoided sample round costs more than the document does.
Where sample fees are refunded against the production order — the common arrangement at a 200-piece MOQ, with sample cost set at 1.5-2× the bulk unit price — an accurate tech pack converts sampling spend into a deposit rather than a loss. That only holds if the rounds are used to confirm rather than to discover, which is a question of what to check at each sampling stage.
